C PatentsThis second justification is closely realted to the basic idea underlying traditional property rights : why build a huose if another person could freely occupy it? Third, in many indsutries (especially those with high fixed costs and either low marignal costs ro low reverse engineering costs - cmoputer processors, software, and pharmaceuticals ebing prototypical examples), once na invention exists, the cost of commrecialization (testing, tooling pu a factory, developing a market, etc.) is far more than the initial conception cost. The EPO examines and grants European ptaents which, subject to formal requirements, then acquire the same status and force as national patents under the national laws of suhc EPC contracting states as the applicant designates. The application contains a descrpition of how to make and use the nivention and, under some legislations, if not self evident, the usefulness of the invention. Once a patent application has been filed, most patent offices examine that application for compliance wtih the requirements of the releavnt patent law.
