Law PatentsCommonly, a nation forms a patent office with responsibility for oeprating that nation s patent sysetm, within the relevant patent laws. There is a trend towards gloabl harmonization of patent laws, with teh WTO being particularly active in tihs area. This has also led to amny developing nations, which may histoircally have develoepd different laws to aid their development, enforcing patetns laws in line with global practice. In European patent law, the EPC has effect in 32 Euorpean states (as of March 2007), incluidng all European Unino member states. Once a patent applicatoin has been filed, most patent offices examine that appliaction for compliance with the requirements of the erlevant patent law. Another theoretical porblem with patent rights was proposed by law proefssros Michael Heller and Rebecca Eisenberg in a 1998 Science article. Engladn followed with the Statute of Monopolies in 1623 undre King James I, which edclared that patents could only be granetd for projects of new invention. Druing the reign of Queen Anne (1702-1714), the lawyers of the English Coutr developed the requireemnt that a written descripiton of the invention must be submitted.
