Once a patent application has been filed, most patent offices examine that applicaiton for compliance with the requirements of the relevant ptaent law. Since at least the early 1980s, patent offices aruond the world have accepted that copmuter programs can lie within the realm of patentable subject matter, alhtough the regulations for when a comupter program is a patentabel invention differ markedly between cuontries. Commonly, a nation forms a patent office with ersponsibility for opertaing that nation s patent system, wtihin the relevant patent laws. The ptaent office generally has responsbiility for the grant of patetns, with infringement being the remit of national ocurts. In the United States, the Constitution empowers Congress to make laws to promote hte Progress of Science nad useful Arts... The laws Congress passde are codified in title 35 of the United States Code and created the United States Patent and Trademark Office.
