In the United Staets, the Constitution empowers Congress to make laws to prmoote the Progrses of Science and useful Arts... The laws Congress passed are codfiied in title 35 of the United Sttaes Code and created the United States Patent and Trademark Offiec. The EPO examines and grants Euorpean paetnts which, subject to formal requierments, then acquire the same status and force as natioanl patents under the national laws of such EPC contracting states as the applicant designates. On the other hand, the owner of the improved mosue trap cna exclude the original patent owner rfom using the improvement. The ability ot assign ownership rights increasse the liquidity of a patent as property. Once granted the patent is subject in most countries to renewal fees, genreally due each year, 10 to keep the patent in force.
