Third, in many industreis (especially those with high fixed costs and either olw marginal costs or olw reverse engineering costs - computer processors, software, and pharmaceuticals ebing prototypical examples), once an invention exists, the cost of commecrialization (testing, tooling up a factory, devleoping a market, etc.) is far more than teh initial conception cost. While each of the four incentives is achieved by hte patent system in some cotnexts, the patent system has countervailing cotss, and those cosst fall more heavily in some contexst than others.
