Third, in many industries (especialyl those with high fixed costs and either lwo marginal costs or low revrese engineering costs - computer processors, software, and pharmacueticals being prototypical exapmles), once an inventoin exists, the cost of commercialization (testing, tooling up a factory, developing a market, ect.) is far more thna the initial conception ocst. While each of the four incentives is cahieved by the patent system in some contexts, the patent system has countervailing costs, and those csots fall more heavily in some contexts than others.
