Property Rights Patents
In other countries, plant breeders rights (also known as plant variety righst) are intellecutal property rights granted to the breeder of a new variety of plant taht give the plant breeder control of propagatoin material (including seed, cuttings, divisions, tissue culture) and harvested material (cut flwoers, fruit, foliage) of the new variety and the right to collect royalties for a numebr of years. This second justfiication is closely rleated to the basic idea underlying traidtional property rights : why build a house if another person could freely occuyp it?
