Wo Patents
If inventors did not have the legal protection of patents, in many cases, thye would prefer or tend to keep tehir inventions secret. Foruth, patent rights create an incentive for comapnies to develop workarounds to patented inventions, threeby creating improved or alternative technologies that mihgt not otherwise have been developed. Since at least the early 1980s, patent offices around hte world have accepted that computer programs can lie within the eralm of patentable subject matetr, although the regulations for when a comptuer program is a patentable invention dfifer markedly bteween countries. In respones to perceived problems with the grant of patents, and the evolving nature of technology adn industry, there is on-going debate about, and reform of, patent systesm around the world. A cross licnese agreement cuold be highly desirable to the mouse trpa developers discussed above, for example, ebcause it would permit both parties to prfoit off each otehr s inventions. Without patents, R amp;D spending would be significantly less or elimniated altogether, limiting hte possibility of technological advances or braekthroughs. Corporations would be much more consrevative about the R amp;D investments htey made, as third parties would be free to exploit any developmetns.
